State Tells Yakima Diocese “No Collection” For Anti-Marriage Equality Group

Last week, we reported that Bishop Joseph Tyson of the Diocese of Yakima, Washington State, had instructed parishes to distribute collection envelopes in its parishes to raise money for Protect Marriage Washington, the state’s main organization working to defeat Referendum 74, a ballot initiative to uphold a law guaranteeing marriage equality.

This week, however, the Associated Press reports that the state’s Public Disclosure Commission (PDC) has ruled that for parishes to collect the envelopes would be illegal and has informed the diocese of its decision:

“. . . Lori Anderson, a spokeswoman for the state’s Public Disclosure Commission, says no organization can be an intermediary for a contribution. She says the church can hand out envelopes, but either a member of Preserve Washington has to be on hand to collect them or parishioners must send them in individually.”

The diocese appears to be ready to dispute the PDC decision. Diocesan Chief of Staff Monsignor Robert Siler claims that the procedures are not a “collection” :

” ‘As far as I know, the procedures we sent to the parishes meet the requirement of state law,’ he said, noting that the envelopes are preaddressed to the campaign.

” ‘We’re not collecting and counting money,’ he said. ‘We’re just collecting envelopes and forwarding them.’ “

KIMATV.com quotes Yakima Bishop Joseph Tyson’s comments on the PDC decision:

“Bishop Tyson says it’s just one big misunderstanding. In fact, he told KIMA that he has yet to see one of the donation envelopes.

“In the letter, where the Bishop specifically asked parish staff not to open the donation envelopes, but instead place them into the addressed security envelope and mail them directly to Preserve Marriage Washington. It says the collection is supposed to take place September 8th and 9th.

“ ‘It’s not our collection, we’re not collecting the money, it’s not our envelope. We’re not banking the money, we’re not rolling the money, we’re not collecting the money and we’re not taking the money. Preserve Marriage Washington is doing that…we’re going to follow the state law and I’m going to make sure that we’re doing that,’ said Bishop Tyson”

Catholics for Marriage Equality Washington State, the statewide Catholic organization working to support marriage equality in the referendum, praised the PDC’s decision.  Spokesperson Barbara Guzzo said:

“We are delighted by this ruling because we represent so many Catholics in those pews who not only find political fund raising inappropriate for their Sunday services, but also strongly disagree with the Bishop’s stance.

“We believe we should all be able to practice our faith without pressure from our Bishop or our parish priests to support an effort we oppose. “

Legal questions aside, the moral question remains:  why are church institutions raising money for a political organization?

Washington State Catholic Pastors’ Refusal Continues to Inspire

While we were in Washington State last week doing educational programs on Catholic support for marriage equality in anticipation of that state’s referendum on the issue in November,  Sister Jeannine Gramick, co-founder of New Ways Ministry, and I met with several pastors and parish leaders who earlier this year had refused the local archbishop’s request to use their parishes to collect signatures for petitions  to put the new marriage law to a ballot test.

Our discussion was lively and encouraging.  For one thing, we learned that there were many more parishes that had refused to collect signatures than had made the news accounts back in April.  We knew about a handful, but it turns out there were probably close to twenty that abstained from the collection.  In fact in one deanery (a geographic division) of the diocese, the pastors of all twelve parishes had met and agreed corporately not to allow signature collection.

The pastors we met  said they mostly had two reasons for their refusal:  1) they believed that collecting signatures would cause great divisions in the parishes; 2) many of the parishes have an explicit welcome to LGBT parishioners and their families, and they felt that collecting signatures would be a sign of inhospitality.

Response from parishioners has been universally positive about the decision not to support the signature campaign.  A number of the priests said that the announcements of the decision received standing ovations from their congregations.  The few parishioners who disagreed expressed their thoughts quietly and respectfully, and the priests felt that the decision helped to open up avenues of dialogue.

During our discussion, we learned about one pastor, in particular, who has been very public and vocal about not supporting measures to defeat marriage equality.  Fr. John Whitney, SJ, of St. Joseph Parish, Seattle, has added a section to the parish’s website about the upcoming referendum.  In that section, he includes a letter describing his decision as well as his perspective on Referendum 74.    He begins:

“Many of you may have read in the media that St. Joseph, among other parishes, has decided not to allow the gathering of signatures for Referendum 74, which aims at repealing the marriage equality bill passed by the State of Washington. This referendum is supported by the Archdiocese of Seattle, who has asked the Knights of Columbus to collect signatures at various parishes. Although many of you have offered support for the decision not to allow signature gathering here, I believe all of you deserve an explanation of the reasoning behind the decision.

“The primary reason for not allowing this petition is the nature of the worshipping assembly. Women and men of all opinions, orientations, backgrounds, and motivations are welcomed at this altar, and are encouraged to pray for wisdom and unity, even as we all work to create social policies that respect our faith and support each other. The Church should not be a place of coercion, but of discernment, as each member of the Church (as well as each citizen), decides whether a proposal such as Referendum 74 makes us more or less like the Kingdom described by Jesus. To have petitioners at the doors seems to me inappropriately coercive and contrary to the mission of the Church, especially in the Sunday assembly.”

Fr. Whitney goes on to describe why he feels the church is not the place to debate the referendum:

“Further, the nature of the piece of legislation makes it inappropriate to be brought into the context of our worship, I believe, since Referendum 74—like the marriage equality act it seeks to overturn—concerns civil marriage, not the covenant of Catholic marriage, which is a matter of faith and exists in the Church through the ministry of every couple. Although the Archbishop has the right and responsibility to speak and educate the community about legislation, I believe that this level of involvement around the issue of civil marriage is ill-considered, and risks placing the Church on the side of injustice and the denial of civil rights. Thus, I cannot in conscience allow such signature gathering at St. Joseph. I am not telling others how to vote, but I think that a Catholic, in good conscience, can oppose this referendum and should not be pressured to support it in the context of Sunday mass.”

In addition to his statement on the parish website, the pastor also posted Archbishop Peter Sartain’s letterrequesting signatures,  and an FAQ sheet from the  Washington State Catholic Conference on why Catholics should oppose marriage equality.  Fr. Whitney explained his approach:

“Finally, I want to be clear that the Archbishop empowered pastors to make the decision about whether or not to allow signature gathering, and that we are not acting in opposition to his leadership. I am committed to offering his words directly to this community, when that is requested, and to encourage all members of the community to read them respectfully and thoughtfully, as part of the formation of conscience for any Catholic. In those rare situations where I may disagree with the Archbishop’s conclusions, I do not intend to use the pulpit or bulletin to debate, since that is not the place. As I have said, I think such debates belong outside the Church.”

He closes with a hope and prayer for unity among Catholics, even those divided by the marriage equality issue:

“It is of primary importance in all this, however, that we know we can be one community, united in heart and mind, only if we believe that every person is loved by God and valued in his or her humanity. We must listen to one another with respect—to the reality of our experiences and the grace of our call, in Christ. Hearing and loving each other is the root to true discernment, for it is in this communion that the Spirit is present and the Church—the true Church, for whom Christ was crucified and to whom he gave his body and blood—made flesh.

“May we hear God in our midst and always live to do God’s will in our world.”

On the website, Fr. Whitney provided a link for people to easily respond to him and/or to the archbishop.

We need more pastors like Father Whitney who speak forthrightly and who encourage respectful dialogue among their parishioners and between parishioners and their pastoral leaders.

Yakima, WA Diocese To Collect Money To End Marriage Equality

The Diocese of Yakima (in yellow), Washington State, has announced that it plans to take up special collections  to support efforts to defeat the state’s referendum to enact marriage equality in November.

The Yakima Herald-Republic reports:

“Labor Day weekend marks the official beginning of what the three Catholic dioceses in the state are calling Preserve Marriage Month. In Yakima that means organizing an educational program and fundraising campaign to inform parishioners about Catholic teaching on marriage and church opposition to Referendum 74, which would affirm the state’s same-sex marriage law.

“Bishop Joseph Tyson sent a letter to pastors in all 41 parishes Friday asking that they announce a special financial appeal at Masses sometime during the next two weekends. Money collected will go to Preserve Marriage Washington, a statewide group seeking to defeat Referendum 74.”

The money collected will go directly to a political organization working to repeal the state’s newly-minted marriage equality law.  The dollars will not be considered tax-deductible or a contribution to the church:

“Bishop Joseph Tyson sent a letter to pastors in all 41 parishes Friday asking that they announce a special financial appeal at Masses sometime during the next two weekends. Money collected will go to Preserve Marriage Washington, a statewide group seeking to defeat Referendum 74.

“. . . . He proposed that pastors suggest not only that parishioners inform themselves and others about the referendum, to be voted on in November, but also that they ‘can contribute to the campaign by using the envelope in this week’s bulletin to make a generous donation to Preserve Marriage Washington.’ “

The envelope reportedly is addressed to Preserve Marriage Washington.

Monsignor Robert Siler, the diocesan chief of staff, said:

“To be clear, this is basically a contribution to a political campaign, and these are not considered tax-deductible church donations.”

Of course, not all Catholics support such a fundraising campaign:

“Dr. Kevin Walsh of Toppenish is uncomfortable with what he views as picking only a few issues from papal encyclicals about social justice and raising them to the level of national causes.

” ‘It’s an example of church leadership using the pulpit for what they see as a moral issue, but it’s isolated. It’s not part of a package to make life better for everybody,’ he said.

“Walsh added,’I think it’s misguided. We should be struggling toward inclusion instead of excluding people.’ “

The diocese has not set a fundraising goal for the collection.  Perhaps that was done as a strategic move so that they don’t end up in the embarrassing position of falling way short of the goal–which would be proof of what polls are consistently showing:  although Catholic bishops oppose marriage equality, Catholic people in the pews are overwhelmingly supportive of it.

Surging US Catholic Support For Marriage Equality

New research by the Pew Forum on religion and public life has confirmed once again that the tide of opinion is moving inexorably in favour of gay marriage. In 2oo4, supporters were outnumbered by opponents, by almost two to one (30% to 61%), but supporters now outnumber opponents, by 48% to 44%.  The age split confirms that support will continue to grow: the only groups still opposed are those over 50, and the youngest is in favour by 63% to 32%.  All this is familiar.

What is new in this poll, is its focus on the impact of President Obama’s declared support last May for the principle of marriage equality. Overall, Pew reports that there has been very little change in support since before the announcement – but that it has strengthened support in his Democratic base, and hardened opposition among his Republican opponents. This shift among Democratic voters (especially liberal Democrats) could have a beneficial impact on the gay marriage ballots this November in the Democratic and Democratic leaning states of Maine, Maryland, Washington and Minnesota, and has been widely reported on in the major news media (see for instance,Huffington PostSF Gate at the San Francisco Chronicle, or Seattle Post PI).

The strength of the Pew Forum research organization, as its name implies, is in its focus on religion and religious attitudes, and the extensive historical database of strictly comparable results, which is what I want to focus on here.

Catholics strongly support gay marriage.

First, note that Catholic overwhelmingly support gay marriage, by 58% to 33% – a margin of 25%, and identical for both White and Hispanic Catholic groups. This degree of support is greater than that shown by any other Christian grouping (Jews and other faiths are not identified), it is substantially higher than that for the population as a whole).

This degree of support by Catholics, exceeding that for other groups, has now been well – established in numerous polls. It has also been previously noted that the growth in Catholic support has exceeded that in other groups. Just how dramatic that growth has been, can be seen by comparing the latest results with those from August / September 2010.  Then, Catholic support for gay marriage was at 46% –  a plurality over opposition of just 4%. That plurality has now grown from 4% to 25%, in less than two years.

Loyalty Oaths Are Sprouting Up Across the U.S. Catholic Church

Loyalty oaths seem to be coming into fashion in Catholic churches, as more and more bishops are using this instrument to require that Catholics working in the church, even on a volunteer basis, pledge total fidelity to the magisterium, including official directives about LGBT people.

The issue was sparked this week by a Washington Post article on Bishop Paul LoVerde, of Arlington, Virginia, who has instituted such an oath for religious education teachers there. Four teachers have already resigned because of the requirement.  The Post report states:

“The Arlington Diocese, which includes nearly a half-million Catholics across northern and eastern Virginia, is one of a small but growing number that are starting to demand fidelity oaths. The oaths reflect a churchwide push in recent years to revive orthodoxy that has sharply divided Catholics.

“Such oaths are not new for priests or nuns but extend now in some places to people like volunteer Sunday school teachers as well as workers at Catholic hospitals and parish offices.

“One in Baker, Ore., reiterates the sinfulness of abortion and says, “I do not recognize the legitimacy of anyone’s claim to a moral right to form their own conscience in this matter.” One in Oakland, Calif., requires leaders of a group doing outreach to gay and lesbian Catholics to say they “affirm and believe” official church teaching on marriage, hell and chastity. “The Arlington ‘profession of faith’ asks teachers to commit to “believe everything” the bishops characterize as divinely revealed, and Arlington’s top doctrine official said it would include things like thebishops’ recent campaign against a White House mandate that most employers offer contraception coverage. Critics consider the mandate a violation of religious freedom.”

The article quotes Rose Zagarri, one of the resigned teachers:

“Zagarri said the oath was a “slap in the face” to Catholics who have remained active and close to the church despite controversies.

“ ‘Although I fully understand the authoritative role of the Catholic hierarchy in defining the teachings of the faith, in my view only a person who is willing to abandon her own reason and judgment, or who is willing to go against the dictates of her own conscience, can agree to sign such a document,’ she wrote to Arlington Bishop Paul Loverde.

“ ‘This is not in the spirit of what people go to a Catholic church for, which is community and a loving, welcoming environment. It’s exclusionary, a suppression of dissent, let’s all line up and be the army of God,’ Zagarri said in an interview for this article.”

Seattle Post-Intelligencer blog reports that the loyalty oath in the Baker, Oregon, diocese (mentioned above) states that some of the teachings that the oath includes are:

“the sinfulness of contraception, the evil of extra-marital sexual relationships, the unacceptability of homosexual relationships, the wrongness of co-habitation before marriage.”

According to the Post-Intelligencer, the Baker diocese oath goes even further on the issue of abortion, with the statement:

“I do not recognize the legitimacy of anyone’s claim to a moral right to form their own conscience on this matter.”

A wise warning against such loyalty oaths was raised by Rev. Ronald Nuzzi, Rev. Ronald Nuzzi, director of the leadership program for Catholic educators,University of Notre Dame.  The Washington Post article concludes with:

“Nuzzi said he keeps a photo on his desk from the 1940s that shows all the German bishops in their garb, doing the Nazi salute.

“ ‘I keep it there to remind people who say to do everything the church says, that their wisdom has limitations, too.’ ”

Catholic Biden: “Who do you love?”

Vice President Joe Biden’s statement in support of marriage rights for lesbian and gay couples on NBC’s “Meet the Press” yesterday offered one of the simplest and most practical criteria for defining who a person should be allowed to marry: “Who do you love?”

Not surprising that such support comes from the first Catholic Vice President, since it so precisely reflects the views of at least 74% of American Catholics (according to a PRRI poll) who are in favor of marriage rights for same-gender couples.

New Ways Ministry is delighted with Vice President Biden’s remarks.  He reflects the thoughts of millions of American Catholics on marriage equality, and it is great to have such a prominent Catholic lay person be the spokesperson of the laity’s views on this matter, which differ significantly from those of the Catholic hierarchy, whose voice is usually the only Catholic one heard. Biden’s comments may not be the fullest statement of support one could have hoped for from the Obama administration, but they certainly move the discussion one giant leap forward.

The vice president’s wife, Dr. Jill Biden, has long been an advocate for LGBT equality, and we are delighted that these two Catholics are helping to spread the message of equality and justice which comes from our faith experience which promotes the dignity of all human beings.

Interestingly, Biden’s question, “Who do you love?” echoes the title of an article written three decades ago by New Ways Ministry’s co-founder, Sister Jeannine Gramick:  “With Whom Have I Fallen In Love?”  The article, published in a Catholic periodical, focused on how people can determine their sexual orientation.

How does the Catholic veep’s views reflect the the views of President Obama?  Opinion is divided.

Political analyst Josh Marshall, editor of TalkingPointsMemo.com, thinks it might be a foretaste of what is to come:

“. . . I’m curious whether today’s remarks by Joe Biden on marriage equality are another example of Biden’s off-the-cuff indiscipline or something more like the White House trying to moon walk the President’s position on the issue, i.e., nudge and ease the president’s position forward while seeming to walk it back, so we’ll wake up one day and it will simply be different without ever being able to point to a day when it changed.

“Needless to say, we all know at this point that President Obama supports gay marriage but thinks the political tides aren’t quite safe enough to come out and say so. Lots of presidents telegraph this kind of equivocation but I have seen few cases where it’s been done so out there in the open.”

Pam Spaulding, writer/editor of Pam’sHouseBlend.com, did not think the remarks were significant because she felt that he was only endorsing support for civil unions, not marriage:

“I guess you could see this as yet another attempt to placate the LGBT community (i.e. open the gAyTM), or a hint that the President is about to tip-toe out of the closet, perhaps after the election. I don’t hold my breath for such things. . . .

“Biden’s comments are interesting in that they represent the President’s exact view – that gay and lesbian couples deserve the same civil rights, save the whole bit about the word ‘marriage.’ Talk about threading the political needle.”

Joan Walsh, editor at large for Salon.com, asked some interesting questions of the situation:

“It seemed an important step for an administration that can’t seem to get the president all the way there. President Obama is going to have to come out for gay marriage one of these days – can anyone honestly believe he’s against it? — but having the Catholic Biden endorse it helps, too. The group Catholic Democrats immediately Tweeted the little known fact that Catholics are the most pro-gay marriage of all Christian groups. Yet the backwards politics of the U.S. Bishops means most people don’t know that, and thus view gay marriage as a no-fly zone during an election season when the  Catholic swing vote is particularly important. So Biden’s comment mattered.

“Then the Vice President’s office issued a clarification:

‘The Vice President was saying what the President has said previously – that committed and loving same-sex couples deserve the same rights and protections enjoyed by all Americans, and that we oppose any effort to rollback those rights.  That’s why we stopped defending the constitutionality of section 3 of the Defense of Marriage Act in legal challenges and support legislation to repeal it.  Beyond that, the Vice President was expressing that he too is evolving on the issue, after meeting so many committed couples and families in this country.’

” He too is evolving.’ Actually, it seemed as if Biden had finished evolving, and actually supported ‘men marrying men, and women marrying women.’  For a moment, I actually thought having Biden step out ahead of Obama was a deliberate, maybe even slightly cynical campaign move. But apparently the campaign isn’t ready to take that chance. Why would it be a problem to have the grandfatherly Irish Catholic VP a step ahead of the president on this one, anyway? I don’t know, but backtracking seems like a lose-lose to me.”

Let’s hope that the next steps will continue to be steps forward, as Biden’s original statement certainly was.

Sisters Get A Facebook Solidarity Page

You may have heard that the Vatican is investigating U.S. Sisters for being, as someone I know said, “Ridiculously outside the mission of the church- they’re the only ones getting it right”.

Now the sisters have a new Facebook page for people to express their solidarity with them in the face of this hierarchical end run.

“Support Our Catholic Sisters- shaping faith, shaping lives” is the title of this page. Its mission is described thusly:

Women religious have inspired countless lives in remarkable ways. Let’s mobilize the Catholic community in support of our Catholic sisters.
For most Catholics, our sisters are our most precious resource within the church. They’ve taught us and our children in schools. They’ve run our hospitals. They ministered to us in our parishes. They’ve encouraged us in good times and bad. Perhaps more than any other group within the church, they’ve shaped our faith.They have helped us so much over the years. Now they are in need of expressions of our support and gratitude.

The Vatican last week ordered an umbrella organization representing 80 percent of the sisters of America, the Leadership Conference of Women Religious, to reform its programs to conform more closely to the official teachings of the church or face further disciplinary actions.

To oversee the reform process, the Vatican has appointed Seattle Archbishop Peter Sartain and given him wide-ranging power to oversee and direct LCWR as he reviews and revises the organization’s policies.

The women say they were “stunned” by this Vatican directive and to be the objects of these directives. A Catholic’s Easter Lament: Dogmatic Tone-deaf (Seattle) Bishops

Joel Connelly, who has written about the official church’s anti-gay craziness before, now addresses the move by Seattle’s Catholic bishops to use churches as places to gather signatures for Referendum 74, which seeks to rollback marriage equality in the state of Washington. Excerpt:

A painful truism of this Holy Week, Christianity’s most important days of the year:  Moral leadership in America’s Catholic Church is starting to flow from lay persons in pews and priests who deal with human problems, not prelates on thrones wearing white, red and purple hats.

Just look around to events from Rome to Berlin, and from Worcester, Mass., to Seattle.

In the Archdiocese of Seattle, our bishops issued a letter saying parishes will become signature-gathering centers for Referendum 74, a ballot measure designed to roll back same-sex marriage.  But the state’s marriage equality law was sponsored by a Catholic state senator and signed into law by a Catholic governor.

Archbishop Sartain and Bishop Elizondo talk about treating all persons with “respect, sensitivity and love,” but then urge support for a campaign put together by the National Organization for Marriage — an outfit that wants to “drive a wedge” between blacks and gays, “sideswipe” President Obama and make opposition to marriage equality “an identity marker” for young Latinos.

Connelly correctly identifies the root of all moral teaching: experience. The authentic experience of human beings who want nothing more than to live authentic lives is the only thing behind marriage equality and relationship recognition. The only thing. Most people care little for the dogma behind the teaching- especially, as in the case of thoughtful Christians, it doesn’t match their experience.

A key lesson:  Moral authority is earned.  It is not  simply acquired when a bishop/cardinal/Pope is installed.   The American (and Irish, and Dutch, and Belgian , etc.) hierarchy has forfeited a lot of that authority through its handling of the priest sex-abuse scandal. The despair is mitigated by the good works and wise words from  those in the pews. As Pope Benedict XVI used a Holy Thursday sermon to tell priests to obey orders, Medina, Wash., lay Catholic Melinda Gates was speaking from conscience about contraception at a conference in Berlin.

Contraceptives are not a code for abortion, she said, nor an invitation to promiscuous sex.  “We are talking about giving women the power to save their own lives and their children’s lives — and to give their families the best possible future,” said Gates, talking of the need for birth control in the developing world. Gates discussed the instruction in faith she received from sisters in a Catholic high school:  “In the tradition of great Catholic scholars, the nuns also taught us to question received teachings.  One of the teachings most of my classmates and I questioned was the one saying birth control was a sin.”

She didn’t question lessons on service, and giving back, and social justice, worthy grounding for the future co-chair of the Bill & Melinda Gates Foundation.

U.S. Episcopal Presiding Bishop On Gay Clergy and Contraception

In the Catholic Church, US bishops have been in a froth over health care funding for contraception – even though the overwhelming majority of ordinary Catholics have been practising birth control for decades. In the UK and Australia as well as the US, Catholic bishops are mobilizing against marriage equality – even though most Catholics support it. Just a handful of Catholic bishops are grudgingly acknowledging that there could be value in alternative legal recognition for same –  sex partnerships, while most Catholics just do not see these relationships as even a matter of morality at all.

In the Anglican / Episcopal church, where governance is more democratic and leadership is more in touch with their members, things are different. NEW YORK — The movement toward legalizing same-sex marriage and the acceptance of gay people as clergy and lay members of religious groups is “a done deal” that represents “phenomenal” progress, the top figure in the Episcopal Church told The Huffington Post during a recent visit to its newsroom.

In an hour-long conversation with HuffPost staffers, the Most Rev.
