Stutz: Daines Fundraising Is Politics-As Usual

Rob Stutz, Democratic candidate for United States Congress, announced today that Steve Daines, whose fundraising tactics were highlighted this week on the national radio program This American Life, represents politics-as-usual, not the best interests of the people of Montana. Daines, the presumptive Republican nominee in Montana’s US House race, has held numerous fundraising events in Washington DC requesting donations of $500, $1,000, and even $2,500 from PACs (political action committees) for special interest groups. Two of these events, one of which was featured in the radio program, were held in March 2012.

“Montanans want a new approach in Congress,” Stutz said. “We are looking for a Representative who will stand up to special interest groups, not a Representative who wants $2,500 to wine, dine, and rub elbows with special interest groups on Capitol Hill.”

Stutz does not accept any campaign money from special interest PACs and does not sign any pledges for special interest groups. The Stutz for Congress campaign posted a graph on www.RobStutz.com showing that Stutz has accepted $0 of special interest money and that Daines has accepted over $100,000 of special interest money through 2011. Fundraising reports for the first quarter of 2012 must be filed by April 15.

“I put people first in my campaign.” Stutz said that “Montanans want a Representative who walks the walk when it comes to working for people rather than for special interest groups. Abraham Lincoln said it best — government should be ‘of the people, by the people, for the people.'”

“While disappointing that Mr. Daines wants DC lobbyists to support his race, it is not surprising. Since announcing, Daines’ strategy has been to try and buy the US House seat.” Montana Democrats are pushing back against special interests — Stutz does not take special interest money or sign special interest pledges, Senator Tester has proposed a constitutional amendment to overturn the Citizens United decision, and Attorney General Bullock has fought in court to uphold Montana’s law limiting special interest spending.

Stutz said, “If you are tired of the influence of special interests on Congress, support my campaign and send a message that enough is enough. Working together, we the people of Montana can get Congress back on track and working for us.” Stutz emphasizes that people of any financial means can and should have a voice in politics. Stutz for Congress provides a page on www.RobStutz.com that suggests free and low-cost grassroots ideas for anyone who wants to get involved in the race.

Montana Family Foundation Candidate Survey

…is completely polarizing and just as completely predictable. As a public service, I wanted to put the whole shebang out on the internets. Now I’ll probably get letters protesting the word “shebang”.

Sigh.

Montana Family Foundation is a non-profit, research, education, and advocacy organization, working to support, protect and strengthen Montana families.

HIV+ and Partners Retreat

Montana does something that, to my knowledge, is not done anywhere else in the U.S.- we invite HIV+ persons and their partners/support persons to learn about coping and living with HIV. It’s a fantastic weekend filled with information, activity, relaxation, community and support, and I’ve been part of it for five years now.

Missoula County Sees Spike In HIV Infection

HIV infection has increased unexpectedly in Missoula County- 12 new cases in five months- almost half the number of all reported cases in Montana last year.

From The Missoulian:

“We tend to see small numbers of new cases every year, but to have this many new cases – at this count 12 – documented in a five-month period is an unusually high number,” Missoula City-County Health Department Director Ellen Leahy said on Wednesday. “Twelve cases in one county in five months is an outbreak.”

HIV causes acquired immune deficiency syndrome or AIDS, a debilitating and sometimes fatal disease. It is spread by unprotected sexual contact or infected blood transfer, such as sharing infected hypodermic needles. Leahy said all the Missoula cases appeared to stem from sexual activity.

The announcement was made after consulting with many community groups, including Partnership Health Center, the Montana Gay Men’s Task Force and the Open Aid Alliance. Open Aid director Christa Weathers said the decision to publicize the outbreak was a hard one, because health officials depend on people self-reporting their condition to track the disease’s spread.

“It’s hard to issue a public health risk without creating alarm, or without pointing fingers at any group of people,” Weathers said. “It’s a great opportunity to remind people this is a risk and why testing is so important. But we don’t want to discourage anyone who may know they may need to get tested, but they’re afraid to come in and then this hits the media and they’re gone.”

So far, all the confirmed cases are adult males. But Leahy warned that women who don’t consider themselves members of a high-risk group for HIV infection have also been exposed.

“It’s sexually spread, but it’s time to remind ourselves – you really cannot know if you’re infected unless you’ve been tested,” Leahy said. “We recommend health clinics regularly offer HIV testing to sexually active patients. Rather than presume someone is in a risk group, it’s risk behavior, not membership in any group, that they need to think about.”

Several of my sources say the newly-infected persons are young men who simply didn’t practice safe sex, thinking “It’s Montana- I’m not at risk”. These men, mostly in their twenties, I’m told, will now have a lifetime of medication, stigma and health issues to deal with. It saddens me.

Rehberg Didn’t Listen As “Promised”

You’d think he’d be more careful in an election year- or maybe he just thinks we’re not paying attention. From The Montana Democrats:

Multimillionaire Congressman Dennis Rehberg said earlier this month that he needed to “talk to Montanans” before making a decision on his party boss’s latest attack on Medicare.

That was one week ago.  The House is expected to vote today on its plan to cut hundreds of billions of dollars from Medicare while giving tax breaks to millionaires.
And despite his promise, Congressman Rehberg still has not met with Montanans about Rep. Paul Ryan’s plan to attack Medicare.

“No matter how Congressman Rehberg votes on this bill, there can be no doubt that he’s serving his own interests, not Montana’s best interests,” said Dick.  “Congressman Rehberg can’t erase his record of voting against Medicare.  And let’s be clear:  Congressman Rehberg’s own political career is the only thing that will influence his vote on this bill.”

Congressman Rehberg has consistently supported the Ryan budget’s basic goals:  Giving huge tax breaks to corporations that ship jobs overseas, while gutting health care and education. Last July, Rehberg voted for the House’s “Cap, Cut and Balance” bill which, like the current proposal, would have forced huge cuts to Medicare in order to protect tax loopholes for millionaires.

The last time Rep. Ryan’s plan to attack Medicare came before Congress, Rehberg admitted he hadn’t read the bill just days before it came up for a vote [Rehberg conference call, 4/8/11; The Hill,4/6/11].

Young Men’s Retreat In One Word: AMAZING

I had the privilege to spend the weekend with 14 young gay/bi men from across the state of Montana for a weekend of fun, education, fun, community building, fun, discussion and did I say, fun?

Whenever I go away for the weekend I have a lot to catch up on- thus the reason for no posts for the last two days. But I wanted to say that being around these guys, watching their enthusiasm for life, their interest in making life better for young gay men in the state and the strength and energy they brought to (and hopefully took home from) this weekend, energized me and gave me renewed energy to do what I do.

It might sound sappy, but I don’t care. This retreat was the best I’ve ever been involved in- and the (I want to call them kids, but I don’t want to sound condescending) participants made me realize that the future is in pretty good hands.

That’s excellent, because I’m not getting any younger.

Special thanks to FDH and Associates (David Herrera, Chantz Thilmony) and the Montana Gay Men’s Task Force for their dedication to the wellness, safety and education of gay/bi men in Montana. And to Bernie Kneefe for being the Den Mother.

AIDS Activists Arrested At Rehberg’s Office

…for protesting the needle exchange ban “sneaked” into the Federal Funding Bill in December- despite scientific research which shows that it does not promote drug use, but does stem the progress of infectious disease.  From The Missoula Indy:

A demonstration by AIDS activists Wednesday morning targeted Rep. Denny Rehberg of Montana and other congressmen for their role in “sneaking in” a federal ban on clean needle exchange programs. Ten activists were arrested outside Rehberg’s office. Capitol Police put the total number of those arrested at 29; activist organizations say the number was actually 32.

The Huffington Post described the background of the demonstration:

“Rehberg was targeted for his role as chair of the House Appropriations subcommittee on health and human services, where he led the effort to ban funding for needle exchange programs, adding it to a House spending bill that funded the federal government through fiscal year 2012…

The ban was originally adopted in 1989 but was finally lifted by Congress in 2009. Republicans lawmakers quietly slipped the ban back into their spending bill in December of last year.”

In addition to Rehberg, activists targeted Rep. Hal Rogers (R-Ky.) and House Speaker John Boehner (R-Ohio). There were also rallies in New York outside the offices of Sens. Chuck Schumer and Kirsten Gillibrand. The groups taking credit for the demonstrations were Housing Works, Health Global Access Project and Citiwide Harm Reduction.

Activists are against the ban because studies show that clean needle programs help curb the spread of HIV and hepatitis C, and reduce the rate of new HIV infections among injection drug users by as much as 80 percent. The Huffington Post article also notes that additional research shows “syringe exchange programs do not increase the numbers of injection drug users and can further reduce long-term healthcare costs for people with HIV or hepatitis C.”

Indy reporter Jessica Mayrer wrote a 2010 cover story about outreach workers across Montana working on HIV and hepatitis C prevention programs, and how drastic cuts to funding were affecting their efforts.

The false meme that is promoted is this: clean needles encourage drug use and do not prevent the spread of disease.
The truth is this: clean needles do not significantly increase drug use and do prevent the spread of disease.

The only logical conclusion is this: the lawmakers who promoted this ban want those who use needles to spread and to die of deadly disease.

They are not interested in public health, they are interested in shaming people with disease (addiction, Hep C, HIV). Completely and utterly irresponsible.

Cebull Resignation/Impeachment Petitions Update

When I first looked at the internets regarding public discontent regarding Richard Cebull’s lack of professional judgment, (Cebull Petitions Pepper The Internet- And They Should) there were 5 petitions circulating in the informational ether.

Now, the number is up. On Change.org alone there are 10.

Will anything happen? Will the complaint by the Montana GOP (against Senators Baucus and Tester for filing an investigation request with the Senate Select Committee on Ethics to take a look) get any traction? Will the story just fade away?

Nope.

Not as long as I have a computer and internet access….

Op Ed: Judge Cebull’s Email “Irreparably Damaged Ability, Impartiality of Federal Court”

A piece in today’s Missoulian by 6 UM Law School professors  gives us an excellent reason to keep up the calls for his resignation and/or dismissal: the irreparable damage to impartiality. Excerpt:

Racism and sexism work in pernicious ways. Although there are still open racists and sexists everywhere, thanks to the civil and women’s rights movements much of what we now see resides in more subtle institutional arrangements and private, informal interactions that define our daily existence. Racism and sexism lurk in systemic processes, in implicit understandings, in gestures and jokes. Hidden from the light of public scorn, they thrive in structural formalities, personal relationships and private interactions.

Every once in a while, we catch a rare glimpse of these manifestations. U.S. Chief District Judge Richard Cebull’s e-mail and equivocations provided the latest example. Sent an admittedly racist and misogynistic email, Cebull chose to promote it to others. And when caught having forwarded the disturbing message, Cebull tried to distinguish the email’s content from his intent and his act from his character, demonstrating a profound misunderstanding of racism and sexism.

I know that I certainly would not feel comfortable having him decide a case involving me- or anyone I know for that matter. I would probably be able to make a case- as would anyone who has spoken out against him- for recusal. I would feel suspicion and mistrust- and fear. Not the feelings a Federal Judge should engender….

We acknowledge Cebull’s contributions to our profession. We also hear his contrition and recognize that we have all made mistakes. But his is not a simple lapse in judgment or momentary moral failing. As a federal district judge – the chief judge of Montana – the consequences of his actions are that racial and ethnic minorities, women and even people with whom he disagrees politically now have clear reason to question his ability to be fair and impartial when they appear in his court. The cynical may even try to exploit his revealed biases.

Cebull has irreparably compromised his ability to promote the independence, integrity and impartiality of the United States District Court in Montana.

Agreed. I just hope we can do something about it.
